The government of Senegal adopted new financial regulations that will hinder the Ministry of Youth, Sports and Culture from subsidizing Senegalese clubs who compete in African club competitions. The new strategy taken by the government is seen as a new approach to sport development policy.

Senegalese clubs have been struggling to make an impact in the CAF Champions League and Confederation Cup tournaments. ASC Jaraaf reached the group stages of the 2024/25 CAF Confederation Cup but lost to USM Alger in their last group stage match to bow out of the competition.

According to Senegalese outlet Wiwsport, the government for the 2025 and 2026 cycle will only render its support for the national teams of Senegal. The cut in subsidies came after the country invested heavily on sport infrastructure in recent years. This new development will force the Senegalese Football Federation (FSF) to work more on generating income to assist clubs who will compete in CAF club competitions.

The rising cost of air fare and accommodation is usually seen as a challenge for many African clubs in pursuit of competing on Africa's biggest club football stages. Before facing USM Alger away, ASC Jaraaf needed two separate flights to reach Algeria for the important match.
